Key Roles and Responsibilities
- Policy Implementation: Executes all policies, resolutions, and development projects passed by the elected municipal council, mayor, or board.
- Administration & Supervision: Directly oversees municipal departments—including public health, sanitation, engineering, water supply, education, and revenue.
- Financial Management: Prepares the annual municipal budget, handles municipal funds, and oversees tax and fee collection.
- Personnel Management: Manages administrative staff and coordinates hiring or disciplinary actions within the local body.
- By-law Enforcement: Enforces local civic regulations, building codes, and anti-encroachment or sanitation rules.
- Appointment and Governance in Bihar
- Appointment: In larger municipal corporations, the role is typically filled by an Indian Administrative Service (IAS) officer or a state civil service officer appointed by the State Government. For Nagar Parishads and Nagar Panchayats, executive officers belong to specialized state cadres (such as the Bihar Municipal Service).
- Jurisdiction: Under frameworks like the Bihar Municipal Service Rule, 2021, officers are state-cadre employees subject to transfer across urban local bodies in the state.
- Mayor vs. Executive Officer: While the Mayor or Chairperson is the elected political and ceremonial head, executive power for day-to-day administration rests with the Municipal Executive Officer / Commissioner.
